MUNCY - Last week Muncy Borough Council reviewed plans for the historic Mozley Opera House which is part of the Muncy Resiliency Project, a federal and state funded program. Options for ownership include an economic development authority, a community development corporation and a foundation according to Chris Kenyon, borough solicitor.
Kenyon recommended an economic development authority as the easiest and most cost effective.
Under that system, the borough would have appointment authority. Kenyon said he would develop a procedure outline for the necessary steps to be taken for the next council meeting.
Regarding the Resiliency Project, Council is waiting for the results of an appraisal on the opera house before it may proceed.
In other business, council approved revisions to the 2017 budget to find $84,000 to hire an additional police officer.
Police Chief James Dorman said he received three applications for the full time position. However, the applicants will need to go through civil service and physical testing before interviews can take place.
Council approved two board appointments: Mike Coppes as an alternate to the zoning hearing board for a three-year term, and Elaine McAleer to the board of health for a five-year term.
Council awarded a $2,100 contract to A&A Concrete Specialties of Montoursville for repairs to a sidewalk in front of Turkey Hill convenience store on S. Washington Street.
Council agreed to send a list of street paving projects to the SEDA-Council of Governments with the understanding the borough may make additions to the list. Included streets total to an estimate of $58,373. They are: Wood Street, Feigles Road, Green Street, McCarty Alley, West Penn Street, Sherman Street, Lincoln Street, and an unnamed alley from 118 E. Water to Griggs streets.
Borough Manager, Bill Ramsey said the cost may be less because of a drop in oil prices.
In addition to those on the list, drainage and road work is expected to be done near the Andritz building, but the cost has not yet been determined.
Finally, Council awarded a $1,550 contract to the West Elmira, New York, police department for a police cruiser.
The next council meeting will be at 7 p.m. on Thursday, March 16 at Muncy Borough Hall.
