SPCA seized dogs, charges their owner

MUNCY A 36-year-old man faces one misdemeanor count of cruelty to animals after the local chapter of the Society of the Prevention of Cruelty to Animals seized 12 neglected dogs from his home.

The charge against Kevin R. Laird, of 221 Chestnut St., was filed at the office of District Judge Jon E. Kemp.

One of the dogs taken from the property on Dec. 6 had to be killed because of his condition.

The dogs lacked adequate water, food and shelter, and several suffered medical problems that were neglected, Lawrence D. Woltz, an SPCA humane officer, said in an affidavit.

The SPCA also claims the property owners have been advised – dating back to 1994 – about how to properly care for their animals.

Laird has been sent a summons to appear before Kemp.
