Man on ATV flees from police

A Muncy man is facing several charges after operating an all-terrain vehicle on Loyalsock Avenue and fleeing from Montoursville police.

Frank Joseph Winter, 23, of 8784 Route 864, was observed operating an ATV on the roadway at 1:05 a.m. June 21, according to an affidavit. As police pursued the vehicle, it eluded officers, reaching speeds of 60 mph in a posted 25-mph zone and 70 mph in a 40-mph zone.

The chase ended when the ATV reached a 90-degree turn in the roadway and Winter was thrown from the vehicle, court documents said. He then fled the scene without being arrested.

The following day, police made contact with Winter, who admitted to being the operator of the vehicle. He told police he fled because he did not want to go to jail.

Winter is charged with fleeing or attempting to elude a police officer, reckless driving, driving under DUI-related suspension, operation of an ATV on streets and highways and other traffic related offenses.

He was arraigned before District Judge Gary Whiteman and released on $5,000 bail.
