Justin Lee Kiess, 35, of 215 Green Valley Road, Hughesville, faces charges for allegedly operating a motorboat under the influence of alcohol on the Susquehanna River near Susquehanna State Park in the city about 10:15 p.m. July 4, according to the state Fish and Boat Commission.

In addition to being charged with operating a watercraft while under the influence of alcohol, Kiess has been charged with endangering the welfare of children because he had two minors, ages 3 and 11, on the boat with him at the time, court records state.

Kiess, whose blood-alcohol level was 0.14, has been sent a summons to appear before District Judge Gary A. Whiteman.
