Ohio man arrested for failing to register as offender
MONTGOMERY – A St. Clairsville, Ohio, man has been arrested on a charge of failure to register as a sex offender when he reportedly was living in the 100 block of Miller Avenue in early October, according to state police.
As a convicted sex offender under Megan’s Law, Robert Frank Baldwin, 53, is subject to lifetime registration with the state police whenever he relocates.
At his recent arraignment on the felony charge before District Judge Jon E. Kemp, Baldwin said he had been “living in his truck.” He is free on $50,000 bail.
