MUNCY – A couple faces charges for their second incident involving injuries to a child, Muncy police alleged in court papers.

Michael Zachariah Neff, 24, and Danielle Marie Parsons, 24, both formerly of the 200 block of Broad Street, Montoursville, were arraigned before District Judge Jon E. Kemp Wednesday for events of alleged physical abuse that occurred between late April and late May of 2015 at their previous home at 110 N. Market St.

Each face a charge for endangering the welfare of a child and Neff faces additional charges for simple assault and harassment.

Neff was taken into custody March 8 for separate incidents in late January when his then-4-month-old son with Danielle Parsons received a skull fracture, according to Montoursville police reports.

According to court records about the 2015 incidents, Danielle Parsons’ mother, Rhonda Parsons, was babysitting her then 1-year-old grandson the evening of April 26, 2015 when she noticed the boy had bruising on the right side of his face and blood in his right ear.

Rhonda Parsons took her grandson to a Family Practice Center where a physician’s assistant attributed the injuries to trauma.

Danielle Parsons was interviewed by Children and Youth about the injuries later and said that her boyfriend, Neff, told her that her child fell out of a swing at the park.

According to court records, a few weeks later around May 11, 2015, Neff and Danielle Parsons said the child fell off a park swing and landed on his arm and fell in the pool twice while under their care, according to a report.

Danielle Parsons told police they took him home because he was “whiny” and “cranky” which lasted for several hours.

Rhonda Parsons picked the boy up later that day, but brought him home the next morning because he wasn’t moving his arm.

Danielle Parsons declined to take him to the hospital and didn’t join her mother when she took the boy to Muncy Valley Hospital.

The baby was treated there and transferred to Geisinger Medical Center, Danville, where they confirmed the child suffered an arm fracture and that it wasn’t fully consistent with the history of the injury.

Police say Rhonda Parsons brought the baby to Muncy Valley Hospital emergency room, Muncy, May 25 after she noticed two burn marks on the boy’s chest and abdomen as well as bruising on his lower left thigh.

The physician’s assistant there said the injuries were consistent with abuse, records show.

Later, Neff admitted watching the boy while Danielle Parsons was shopping for a few hours.

He told police the burns occurred when the child walked into his lit cigarette.

When asked about the other burn, he told police the “cherry” ash rolled down the child’s body and caused the second.

Danielle Parsons told police that every time Neff was alone with the child, he seems to get hurt.

In response to the bruise, Neff said he noticed it a few days earlier, but wasn’t sure how it happened so didn’t mention anything more about it.

Both Danielle Parsons and Neff were released on $50,000 bail for the 2015 incidents.
